Rules follow the actual activity
XIXOUT is designed as a tool for separate company communities, factual reporting and discussion with authorised participants. A company remains responsible for its statements; software does not inherit its licence, issuer duties or the approver's accountability. The public website is available at xixout.com. Sign-in verifies your own account; private company communities and full articles are not yet open. This is not the launch of the fully operational network.
The applicable framework depends on the instrument's classification, activity, issuer, country and recipient. MiCA Article 2(4)(a) excludes crypto-assets that qualify as financial instruments. MiFID II Article 24(3) requires fair, clear and not misleading information from investment firms; it is not automatically a universal regime for every issuer.
Reporting is not the same as promotion
Official reporting, community opinion, project information and marketing must be distinguished. Where MiCA Article 7 applies, marketing must be identifiable, fair, clear and not misleading and consistent with the required white paper. Mandatory particulars and warnings must be determined for the specific case; a universal disclaimer does not replace them.
UK financial-promotion rules may apply to overseas firms and communications across different channels. A private group or token holding alone provides no blanket exemption. A language, including Russian, does not authorise entry into another market or constitute an offer there.
A profile and human approval come first
The intended communication profile identifies the company and instrument, legal framework, jurisdictions, recipient type, communication purpose, permitted information, restrictions and named human approver. Marketing remains disabled until the necessary evidence and exact wording have been approved. A translation, AI classification or category checkbox does not create that approval.
Sources, versions, publication decisions and corrections should be traceable. Permission to read a room is separate from authority to represent a company or publish official statements. Token 19 access does not override rules, confidentiality or data protection. These principles do not assert that all legal and operational gates have already been met.
Personal data and limits of assurances
GDPR and, where applicable, UK GDPR require actual roles, purposes and lawful bases, data minimisation, retention, individual rights, processor agreements and lawful international transfers. Token holding or agreement to community rules is not a universal lawful basis.
Disclaimers cannot guarantee freedom from risk or exclude mandatory duties. The specific scope needs legal, privacy, security and operational approval before external operation. XIXOUT is not described as a fully regulated service or an automatic guarantee of compliance.
Sensitive information and mandatory disclosure
Where MAR or UK MAR applies to an issuer or instrument, a closed community does not replace required public disclosure. The risk of selective disclosure of inside information must be assessed before publication and may require another prescribed channel. This regime is not assumed to cover every token.
